1. Scope of Services

Vilion Limited provides EU import facilitation services through our licensed Bulgarian entity. We act as Importer of Record, enabling customers to import goods into the European Union without establishing their own import company.

2. Importer of Record

Vilion Limited acts as the legal Importer of Record for all transactions under these terms. We coordinate customs clearance, pay duties and VAT on behalf of the transaction, and assume regulatory responsibilities for the import process.

3. Payment Terms

The following payment terms apply to all import facilitation services:

  • Minimum 50% advance payment required to initiate the import process
  • 100% advance payment may be required based on risk assessment and regulatory exposure
  • Remaining balance must be settled before cargo release
  • All statutory charges (duties, VAT, customs fees) must be settled in advance

4. Customer Responsibilities

Customers are responsible for:

  • Providing accurate and complete documentation (commercial invoice, packing list, certificates)
  • Ensuring product compliance with EU regulations and standards
  • Providing correct product descriptions and HS codes
  • Accuracy and legality of all submitted information

5. Customs Clearance

We coordinate customs clearance at EU ports of entry. Processing times depend on customs authorities, product type, and documentation completeness. Delays may occur due to inspections, missing documentation, or regulatory holds.

6. Duties, Taxes, and Fees

Customers are responsible for all import duties, VAT, customs fees, and related charges. We provide cost estimates based on declared values and HS codes, but final amounts are determined by customs authorities. Any additional charges discovered during clearance must be paid before cargo release.

7. Liability and Force Majeure

Vilion Limited is not liable for:

  • Delays or non-performance caused by customs authorities, government actions, or force majeure events
  • Product compliance issues or regulatory violations resulting from inaccurate customer information
  • Cargo damage or loss during transport (covered by separate insurance)
  • Additional costs resulting from customs inspections, holds, or regulatory changes

8. Prohibited Goods

We do not facilitate import of prohibited or restricted goods including weapons, narcotics, counterfeit products, hazardous materials without proper permits, or any goods violating EU regulations. Customers found attempting to import prohibited goods will have their transactions cancelled without refund.

9. Cancellation and Refunds

Cancellation requests must be submitted in writing. Service fees are non-refundable once import process has begun. Statutory charges and third-party costs already incurred remain payable even if shipment is cancelled or delayed.

10. Governing Law

These Import Terms & Conditions shall be governed by the laws of Bulgaria and the European Union. Any disputes shall be subject to the exclusive jurisdiction of the courts of Sofia, Bulgaria.
